Also, please let me know since how long you have had these small bumps, and how many can you count, and can you move then from side to side and from up to down or down to up?
How small or large are these bumps exactly? Peanut sized, or much larger or much smaller than that?
Are they increasing in number and size since you noticed them?
Do you have any pain and swelling or infection in the lower part of the forearm or hand?

1. first noticed them about a week ago.
2. 12 bumps , located about 1 inch below wrist, in a cluster approx. 1X2"
3. they are almost flat and do not move around.
4. very small, 2-3mm.
5. no pain or swelling.
I've recently begun to wear a wrist splint at night on the advice of an ortho specialist to relieve symptoms of carpal tunnel syndrome. Could these little bumps be just a skin reaction to the splint? I've never had any kind of skin problems, but also have never worn a splint.

Since this developed after you started using the splint, it is very likely that it is just a local skin reaction to the splint or just friction from the splint.
For now you don't have to do anything other than applying a moisturizer to the area and observe how things go.
Once you stop using the splint these bumps should fade away gradually.
If not, then you might consider consulting a skin specialist.
