Question : this rash is on my inner thigh. in these pictures i had just put on neosporin so it looks oily or greasey but generaly it is not. it is on both inner thighs and is VERY uncomfortable. its sometimes even hard to sit. i showed you both inner thighs. they are a little different

I have gone through your query and reviewed the attached photographs.
It seems to be intertrigo which is inflammation of the body folds.
I would recommend you to apply topical steroid and antibiotic like neosporin ointment and cortisone cream on the affected areas twice daily for 7-8 days.
Also keep the area dry and clean, wear loose fitted cotton clothes and stay in cool airy environment.
Avoid strenuous physical activity.
