Brief Answer:
Eczematous dermatitis

Detailed Answer:
Thank you. I have viewed the image. I can see a dry, scaly patch on side of neck. It seems like an eczematous rash. I suggest you to use potent topical steroid e.g clobetasol propionate 0.05% ointment (Tenovate ointment), twice daily for 2 weeks. In addition I suggest you to take an oral antihistamine e.g cetrizine 10mg tablet once a day for a few days for symptomatic relief from itching.

take care

Brief Answer:
Regarding eczematous dermatitis

Detailed Answer:
Hi.

Use a moisturizer e.g a urea and glycolic acid based cream like Xerina Crewm, twice daily over the entire affected area. Over that use Clobetasol propionate 0.05% (Tenovate ointment) for the patches.

take care.
