I wake up at night with "cramping" ancles. Or spasms. foot appears to "lock" into different positions, both rotational and in pitch. Usually it ends when I stand up on it but even that did not help last night. I have associated it with cooler temperatures, thus my question re Chillblains.

Chilblains are more of a skin reaction, rather than a muscle spasm or cramping problem. You may try to resolve the issue by wearing warm socks and blankets at night, however I suspect the cause lies elsewhere.
The most common cause for cramping and spasms is dehydration, so make sure you are properly hydrated, by drinking plenty of liquids.
Another possible cause may be inactivity or sitting for and extended period of time during the day. A half hour walking per day may bring relief.
I would also consider vitamin deficiency, such as B12, thiamine and folate, as well as potassium and magnesium deficiency as a possible cause, so please talk to your doctor about a blood test referral.
Another issue to discuss with your doctor is the medication you may be taking. Blood pressure and cholesterol lowering medications may cause muscle cramping and spasms, so this possible cause needs to be ruled out.
