I have gone through the photograph.
The lesion looks like a wart.
You can opt for interventions like cryosurgery(using liquid nitrogen) or cauterisation for complete removal of the lesion. Cauterisation is a relatively cheaper options compared to cryosurgery.
You can apply over the counter available salicylate creams which can lyse or dissolve the wart, However may not be effective in every cases.
