I assume that You are asking about liver heamangioma diagnosed in CT and MRI. If so, it only needs a followup USG every year to see if it does not get larger.
CT and MRI are good enough to distinguish hemangioma from any other liver tumor. So no biopsy needed.
Only large hemangioma which gives symptoms like abdominal pain need surgery. The risk of it rupture is very low.
