Any Treatment Other Than Surgery For Teary Eyes Problem Due To Blocked Tear Duct ?

my son has got teary eyes (since birth). He is one year 10 days now. We consulted a doctor and he said his tear duct may be blocked. Gave tobradox to be put in his eyes for five days (3 times a day). If the block is not cleared, he said will have to do a surgery before he is 14 months old. Is there any other treatment other than a surgery? I cannot even think of my son getting a general anastheasia and operated. many thanks
