Applying Eumovate For Skin On Feet For Long Time. Why Doesn't It Go Away Completely ?

I have been treating my skin mainly on my feet for about 8-10 months now with the following. ..canesten for appox.4 months. I consulted pharmacist when I didn't get the relief/results I expected. He suggested Eumovate cream which I hwve been using since. I don't understand why it won't completely go away and/or keeps coming back. My feet have not been free of it at all in this time. It starts off itching in a spot a short time later bright red little raised pin prick bumps appear which stay for a number of days, sometimes weeks. While I am treating over time the bright red pin prickw usually disappear leaving a general itchy, mildly inflammed area which then eventually peels. I continue for days sometimes weeks to rub cream there as I've noticed previously when I stop it can come back!!!..It's mainly been my feet, however mid year I treated my neck and patches on my chin. Thank goodness that's not reoccured. For last 2 weeks or so I have a small area on my lower back which I am now treating 3-4 applications per day. What cwn you suggest. Is there any other health conditions that can trigger this type of breakout in your system? Can medication affect it? Look forward to your help and suggestions.
Thank you
