Are Bepanthen Or Neosprin Effective In Removing Scaring And Flaky Spots On Penis?

Hello I have a red/pink scaring round my penis it not sore or irritating. But then becomes white spots/flaky when I try pick it off. Would bepanthen help remove the scaring and white flaky spots? Or do I try neosporin? Why is this caused rough masturbation. Or not cleaned properly? Please advise and help
