Hair growth depends or genetic and racial factory apart from androgens. If your secondary sexual features are normal you do not need to worry about reduced hair growth. The lesion you describe on the body is most probably a lipoma which is a benign proliferation of fat cells. If it is not bothersome it can be left alone. However you may consult a surgeon to confirm the diagnosis. Regards
