Are Herniated Disc With Bones Spurs , Curable With Surgery?

I was told I have a herniated disc and bone spurs in my neck. I have some trouble with leg drag at times, but I have no pain. Is there a chance that I could become paralyzed or this condition could become perminant if I do not have surgery? I thought surgery was a last resort in most cases.
