Are Small And Itchy Bumps On Wrist, Foot And Leg Signs Of Bed Bug Bite?
My daughter (20 years old) has had small bumps appear on her wrist, her foot and now her leg. They itch quite a bit and look like bug bites. They go away eventually but still look like old bug bites until then. She has washed her sheets (lives in an apartment where the bed and mattress was provided). Could this be bed bugs?

the sites you have mentioned (wrists,feet and legs) are quite typical of lichen planus. its an autoimmune disorder. lichen planus presents as slightly raised purplish itchy lesions initially around wrists and ankles.
i suggest you visit a dermatologist and get a confirmatory diagnosis. in case there is clinical dilemma a biopsy can be performed. biopsy is a small office procedure, done under local anesthetic.
once the diagnosis is confirmed she can be started on mid potent steroids like mometasone cream along with antihistamines like cetrizine. sometimes systemic steroids may be needed.
