Are Stiff Shoulders, Due To Cartilage Or Tendons?

My shoulder hurts to cross my arm across my body and lift it above my head and move it sideways- especially if it's bent at a 90 degree angle. The pain is very sharp and uncomfortable. It also feels very weak. I'm not sure if it's tendons or cartilage related since I feel like it's stiff and catches sometimes.
