Are Those Tools Used To Grind Toenails Safe For Diabetic Patients?

My dad will not go to a podiatrist to cut his thick toenails. He is diabetic. My mom is wondering if those tools used to grind toenails are safe for diabetics. She would only use it on his nails, but I wonder about the safety and want to know if you have experience with the tool.
