Yes, throbbing arms and swelling post radical mastectomy are a cause for concern. Depending on the primary diagnosis she underwent mastectomy, it could be a relapse affecting the lymphatic pathways. So, she needs to see her caring oncologist as soon as possible to re-evaluate and get some tests done for appropriate diagnosis and treatment strategy.
