Are White Vaginal Discharge With Itching Normal During Menses?

I'm VERY itchy around my vaginal area and im 11 and i'm a girl and have'nt started my period, puls i have a white gooey like substant comming out my vagina. My mom is a nurse, but im scared to ask her what this is. I've been reading online and all i've found is that i might have yeast infection but, some websites say it's very normal. PLEASE HELP! Thanks.
