At What Age Is It Considered Safe For Teen Girls To Have Sex?

I ave 3 daughters. Today is so permissive I very much worry about their well being.Seems like anything goes any more. While my daughters are in their early teens, my question is aside from medical questions, cancer teen girls have safe sex ? and what is the earliest age ? I do not mean by an adult, but by boys of the girls same age group ?
