Hello
Welcome to Health care Magic
From the description i don't think it is anything serious for you to worry. Its been there for a long time and fairly asymptomatic.
At the same time cannot diagnose it fully from the description. It might be skin tags (DPNs) which is only of cosmetic concern and can be burned using an electro cautery machine. A dermatologist will be able to confirm the diagnosis and counsel you.
Hope this helped
Take care.
