Break Out On Feet, Redness, Swelling, Discoloration, Flaking. What Is This?

Hello, Every year (for about 2 yrs now) during the summer my feet seem to break-out. It s only on the sides where I get little bumps, sometimes red and sometimes white, on my feet. Patches of skin become discolored, and flaky and I often peel them off. What is this? Why does it only happen during the summer? What can I do to make it better?
