Anyone can have high blood pressure. As a nurse I can usually explain high blood pressure to most people and they will understand it. It really would depend on what you mean by low intelligent and how low the intelligence is. Obviously if a person has the mentality of a 5 year old the concept of high blood pressure would probably be lost on them. High blood pressure can be very complex to explain if you want it to be or it can be really simplified .
