Can Concor Substitute Norvasc ?

My hubby aged 54 y.o is a heavy smoker, doctor has prescribed him norvasc 10mg. He has been taking that for a year. Lately after the taking the norvasc he felt shortbreath. Last two days he took concor 5mg and he feel much better. Can he switch to concor now?
