Can HIV Be Transmitted Through Non Penetrative Sex?

Hello, is there a chance of acquiring HIV in the following scenario: Two people (Male & Female) being very close, basically rubbing their genitals against each other. However, there were at least 2 layers of clothes in-between (underwear and shorts). Many thanks for your response.

As you stated that both partners were wearing clothes and were rubbing their genitals each other , however , there is not any chance of getting HIV infection by any one of them with this method , because clothes acts as strong barriers and HIV can,t cross this barriers in whatever condition.
So need not worry .
