Can I Use A Nebulizer For My 2 Infant With Throat Phlegm And Persistent Crying?

Hi, my baby baby is 2 months old. She has lot of phlegm in the throat and crying a lot. Please suggest what to do. As per doctor suggestion I am using ascoril and flucold but no use. Can I use nebulizer?. What medicine should I use in nebulizer? Can I use gudcef?
