Can A PICC Line Hematoma Cause Tingling And Pain?

I had a hysterectomy, developed a stomach abcess and sent home with a pic line for 6 weeks. While putting in the pic line, I experienced a lot of pain, developed a hematoma and they eventually gave up and put in a midline. I had a hematoma in my arm for a couple weeks. It has now been 4 months since my surgery and complications. For the passed 5 weeks now something has been going on with my arm that the pic line was in. I can't bend my head a certain way without pain and electrical shock like feelings starting at the top of my shoulder and now for the last 2 weeks have been getting tingling/numbing feeling in my arm down to my fingers. I was on predisone for 5 days, my doctor was treating it as a pinched nerve. That did nothing. It actually is getting worse. I had an x-ray and it is not a pinched nerve. Everything came back normal. Now, I'm trying to figure out if this is associated with the pic line hematoma??? Please advise.
