General & Family Physician 's  Response
Hi,
I understand your problem.
Allergy is an abnormal bodily reaction due to a substance ( animal fur in your father's case)which can not be tolerated by a person. These symptoms appear after exposure to slightest of the the un tolerated substance (allergen )
So it's not logical to presume that because Russian blue cat ( though not shedding much of hairs ) will not cause allergy to your father.
I amm sorry, you will have either to drop the idea of petting a cat or keep in a separate shelter away from your residential zone.
Thanks.
