Can A Depressed Skull Fracture On The Back Of My Head Be Elevated?

I have been living with a depressed skull fracture on the back top part of my head for as long as I could remember, I am 20 years old. Its about A half an inch deep, one inch wide and 2 inches long. I dont know if my parents neglected it when I was younger but I will do anything just to get it elevated. I do not feel comfortable talking to my family doctor about this issue and my insurance requires to get a referral from a family doctor. Is there a way I can get a neurologist just to take a look at it without having to go through my family doctor? what possible ways would it be to get it removed? and can you help me out in every way possible? Thanks!
