Can A Genetic Disorder Cause Slow Development Of Sex Organs?

I was told by my mom that women in our family have a genetic issue where our sexual anatomy develop later than normal, causing tears and excessive bleeding when having sex for the first time. Also that it would lead to the emergency room and stitches. I was wondering if this is true or just a way of scaring me.

There doesn't exist a certain genetic disorder which can lead to excessive bleeding and stitches while first intercourse.
I think this was a way of scaring you.
