Can A Person Having 7.5-8 Level Of Sugar Reading Called As Diabetic?

dear doctor
im a 33 year old male , my sugar levels do fluctuate at times , when i over eat & eat the junk food like buscuits coldrinks etc my sugar level is high & also i dont exercise regular , but when i eat healthy & excercise my sugar reading is 7.5 to 8 , so am i diabetic
