Can Adult Dosage Of Medication Be Given To A Toddler?

Hi, I am an RN. My friend tells me the other grandmother is giving her 2 year old grandson her own albuteral nebs with of course the grandmother's dose. My friend is horrified but cannot convince the other grandma that this is not safe. Can you give me some info that I can pass on to her, please? Thanks!
