Can Binocular Vision Dysfunction Cause Tiredness And Eye Strain?

I was diagnosed with a vision issue last year, binocular vision dysfunction. When I get tired my brain acts like it is shutting down. My vision gets very strained, I feel like I go into slow motion, I get unsteady, and my speech becomes very slow and deliberate. If I lay down and rest my brain and eyes for 30-60 min. I can usually function again. I cannot drive when this happens. It is same feeling that a person has when they are coming out of antiseptic, things seem to be in slow motion, and loud. I m not sure if this is a vision issue or a brain issue or both. Thank you.
