Can Coversyl Be Given For Mini Strokes Even If Bp Is Normal?

My Father was prescribed Coversyl because he had mini strokes. He has never had high blood pressure. His blood pressure has always been excellent. On the Coversyl he it is even lower 120/58. Should he be on this medication given that his blood pressure is excellent without it.
