Hand job is the safest among all types of sexual activities. If that individual contracted HIV infection from that lady half an hour prior to this hand job, he can not infect you as these virus would not be present in his circulation within half an hour, Moreover, HIV would not spread through injury caused by nails. HIV is not viable outside the body and body fluids.
