Can Discectomy Treat Annular Fissure With Numbness In Buttocks?

I have been to 3 doctors for my back. I have an annular fissure L5-S1. I been through physical therapy, injections. Now they want to do a fusion on my disc. Why wouldn't they do a diskectomy instead of a fusion? I have pain of course in my lower back, hips down my right leg and into foot. I have numbness and tingling in buttocks and down my legs. Should I talk to another doctor prior to surgery?
