Can Drugs Make Voice Congested On Phone?

What would make my husband(70) sound congested when I talk to him on the phone sometimes(we do not live together)..only sometimes.Could he be using illegal drugs..?.He is always seems interested when we watch a movie where one of the characters is using cocaine..(neither of us smokes)He is basically healthy,and weight is o.k.

There are a lot of colds going around right now. Most of them give subtle signs of voice congestion, ear fullness, slight dizziness, or other very mild signs.
It is very rare for someone over age 60 to do cocaine and not have a disaster (heart trouble or stroke) from even single uses. Would not be healthy in all likelihood.
