Can Expelling Fetal Tissue With Cytotec Be Safe?

I should be 11 weeks pregnant. I went to the doctor at 8 weeks and saw a heartbeat. At 10 weeks the doctor saw no heartbeat. The doctor says the fetus measures 8 weeks and 2 days. I have had 2 other missed miscarriages, so my doctor prescribed cytotec because she didn't want to do a 3rd dnc, and the fetal tissue is not coming out. I have attempted to expel the fetal tissue with cytotec, and nothing is happening. I went to the doctor this morning and the fetus was still there. She told me to insert more pills into my vagina, so I did about 5 hours ago, and nothing is happening. What should I do?
