Can Hand Sanitizer Be Applied On The Face?

I have been wondering about whether or not it is safe to put hand sanitizer on the face where acne breakouts happen. Since hand sanitizer kills bacteria and germs I thought that maybe it would clear breakouts. I feel like it would dry the face out though. Is it safe or no?
