Can Limping Due To One Leg Being Shorter Than The Other Be Corrected Surgically?

my brother had an road accident and injured his femur bone. also hip joint is now fixed with two screws and he has another screw fixed above his knee and there is rod on his right leg.. two major operations were done... so now right leg is shorter than left and he limps... can this be treated... also he is advised not to run now... wanted to ask you whether for travel purpose can he get medical certificate for concession on trains
