Can Low BP And Migraine Be Due To Blockage In Artery?

I need to find the best vascular specialist in Illinois or around Illinois. My mom has had 2 blockages in her right artery in her neck twice now. The last time it was 98% blocked. Yesterday she went in for the iodine test to find out how blocked it was again. They said this time it is 99% blocked mixed with a blood clot.After the test was done she shown all signs of a stroke and they were still gonna try sending her home although her blood pressure went down she still had a severe migraine. The doctors did do a ct scan but have not even read them or gotten back to us to let us know what the results were. I m in DESPRET need of the best surgeon right now. She s only 55 yrs old.
