Can People With Poor Hygiene Repeatedly Re-infect Others In The Same Isolated Household With The Same Germ Causing Runny Nose And Post-nasal Drip?

Hi there, I have a question. If one family member has a poor daily hygiene, can they re-infect other household members with the same germ 2-3 times a week over a period of several months? The main symptoms would be stuffy/runny nose and post nasal drip. This is given that no outside contact is made by any household member including the member with a poor hygiene. In other words all living in one household buble. With covid none us work and no shopping or visit any indoors or friends. Very strict isolation
