Can Pepper Spray Cause High Blood Pressure?

I have read that pepper spray can cause high blood pressure and lead to severe headaches. My son is experiencing severe headaches after a police academy pepper spraying that occur when he does any physical activity. The pain is in the back lower part of the head. Nurse practitioner thinks it s a sinus infection, but he has no other symptoms of sinus issues. Any ideas?
