Can Shoulder Instability Cause Neck Pain?

I am a vet, with a multi directional, right shoulder instability of 16+ years. In the last year and a half, i have been diagnosed with extruded cervical disk at c4-c7. Severe pain in neck, and radiating down both arms? can my original injury be attributed to the neck injury?
