Can Sitting On Blood Stained Toilet Cause Hiv Or Hep C Infections?

I used the public restroom at the emergency room while waiting for someone who was being seen, i didnt notice any blood on the seat or i wouldnt have sat down, when i wiped the toilet paper i was using contacted some fresh blood from under the seat, i am assuming its menstrual blood as i am female and was in the womens restroom, i am wondering if i am at high risk for transmission of hiv or hep c from this exposure? my doctor isnt quite sure and is suggesting PEP and blood work, I am a little freaked out :(

There's absolutely no need to be freaked out. Rest assured you have not contracted any such infection as the mode of transmission of such infections are parenteral. Yes, the only remote chance of you having contracted the infection is if you had any scratch/open wound in the area that came in contact with the toilet seat. Other than that, you are good to go.
