Red bumps on chest can be due to multiple causes like Infection, Acne Or Allergy etc.

It is very difficult to come to a definite diagnosis without additional information regarding your concern. I would advice that either you visit a nearby dermatologist OR you can ask a direct query to me via this forum http://doctor.healthcaremagic.com/doctors/dr-kakkar/66939 (along with a clear picture of the lesions)

Though stress plays a part in a lot of dermatological diseases, it is not the sole reason in most if not all of these.
