Can Using Inhaler Cause For Cough Cause Change In Voice?

My father has a coughing problem. Had all the tests, etc. and the Doctor now has him on Advair (1 puff twice a day). Both mom and myself have noticed that his voice sounds weak and at times a whisper. Coughing has subsided but his voice has changed. Could this be the results of the inhaler ?
