Cannot Retract My Foreskin. Have Some White Dots. Is There Any Problem?

I can't retract my fore skin 100%.but while bathing, i have retracted it 1/3 ! But when i retract it, i have seen a white layer which covered my glans(head) ! It was fully covered with that white layer.Its not those little dots..but a fully covered layer !
What shall i do now, doctor? Im Still 19 years old!
It is possible that you might have developed an infection. It is also possible due to your description that it is fungal. There can be adhesion of skin layers during infection which may be preventing retraction.
You should get examined by a doctor, get some tests and start medication. This will resolve your problem.

Do not worry, it is normal.Whitish cheesy stuff under fore skin when you retract is Smegma. It is the secretion of a sebaceous gland which keeps glans penis moist.
You may wash it or will disappear after frequent retraction and sexual activities.
