Could Back Pain And Pain In Legs Be Due To Lower Lumbar Verebrae?

Please type your query here...I am a 61 year old male living in Shimla,India.I have been having minor back pain as well as pain in my lower legs for the last 2 years.Since the last one month,the pains have become quite severe so I had an MRI done.Two doctors advised surgery of the lower lumbar vertabrae while two doctors said to avoid surgery & go in for Physiotheraphy.What should I do?
