Could Heavy Dose Of BP Medicine Lower BP?

My sister has flu fever when went for check up her bp was 110/140.so doctor advised to take making 2.5mg twice daily.is it needed for her such a heavy dose.now her bp s 90/110.she s having severe headache.by taking this dose of tablets will get her bp too low?or any other problem?
