Could Redness In The Face Be A Symptom Of Congestive Heart Failure?

My mom is 81 she went to dr this week they did a cat scan showing she had a little stroke this year sometime. Her face tonight is bright red as if she got a sunburn. Her blood pressure is about the same and no new medications have been administered. She said she just does not feel right, but cannot explain what that is. Could this be a sign of retaining water or congestive heart failure?

More so infection. Heart failure would be with paleness due to the vessels compensating but constricting.
