Could Spinal Fluid Be The Cause For Persistent Headaches?

I suffer from chronic daily headaches, since I was 9 now now 57. I have had several spinal taps in my early years but but non recently. I was wondering if maybe my spinal fluid was causing a problem. I have had every test there is and the different doctors can not find nothing causing my headaches. I wake up with one and go to bed with one. In other words, I have one all the time.
