Could Swollen Penis, With White Bumps And Smegma After A Frenulum Tear Indicate Herpes?

I had unprecedented oral sex a few days ago and my frenulum tore. I used antibacterial soap and Neosporin on my penis. Now my penis feels like its burning there's a red spot on the tip of penis and white bumps around the head with a lot of smegma build up. I stopped using the soap
and Neosporin. Now the tip of my foreskin looks like it's swelling and when I pull back the foreskin there's even more smegma and the white bumps are still there, the foreskin doesn't cover back the penis unless I force it back over. Could this be herpes?
